I was thinking it would be nice, so if players were near the edge of the beach on Survivor they could hear the sound of the waves crashing up on the beach.
Is there anyway I can easily do it so when they are close to a certian point they hear it, and as they walk away it fades out until hey can't hear it anymore?

Not that I know of, unless you have multiple sounds that get lighter and lighter.

I know that BYOND has been working on 3D sound and such, thats why I ask right now.

Look up the procs for Sound dantum... mainly about "x, y, and z (sound)" in F1 (something similar to that)
