A nice replacement for the Express Editions since it contains features from the Professional Edition (includes the Resource Editor). Also contains ATL and MFC for those who actually use them. It can freely be used by individual developers (for non-commercial and commercial purposes).

Now, here are the conditions depending on how you plan to use it (Source: http://www.visualstudio.com/products/ visual-studio-community-vs ):

Q: Who can use Visual Studio Community?
A: Here's how individual developers can use Visual Studio Community:

Any individual developer can use Visual Studio Community to create their own free or paid apps.

Here's how Visual Studio Community can be used in organizations:

An unlimited number of users within an organization can use Visual Studio Community for the following scenarios: in a classroom learning environment, for academic research, or for contributing to open source projects.
For all other usage scenarios: In non-enterprise organizations, up to 5 users can use Visual Studio Community. In enterprise organizations (meaning those with >250 PCs or > $1MM in annual revenue), no use is permitted beyond the open source, academic research, and classroom learning environment scenarios described above.

For anyone into open source, this can be very handy. Of course, I am aware that several of y'all have preferences of using other IDEs and/or compilers instead of Visual Studio's and that is perfectly fine. I even use different IDEs myself for different things (such as cross-platform work, etc.).

Feel free to have a look at this new edition: http://www.visualstudio.com/products/ visual-studio-community-vs (I know this link was posted already as a citation.)

Addition: I forgot to mention that like Visual Studio 2013, you will need at least Windows 7 SP1 to use it for any compiling.
