I got a mental gigle out of it...but it could have been made better.

For starters, those are police from somewhere in Europe, if I am not mistaken. Next, it is highly overhast, if you notice, the police cars have almost no shadow, so jackson should match. The lights are shining on him, which would mean a forward casted shadow, and Jackson would be shown as very dim because of the contrast.

What I'm wondering is was he creepy enoguh to ride the bike or did somebody with expert photoshop skills put him on the bike..I'm sorta thinking the first option..

Probably another man on the little bike, with jacksons head photoshopped. Or Gimped, or Paintshopped. Everyone assumes that photoshop is the only image editor capible of editing images.
