Is fangames allowed to be in the top ranked games? If not, why and some games currently in are fangames...such as Duel Monsters (which is off Yugioh)...

Dragonball Zeta is allowed in the top ranked games. This doesn't neccisarely mean it's going to make it in it, however, unless it was a very good game.

Any game that can legally be on the hub can be in the top-ranked games, which includes fan games. Ultimately as the ratings expand, a lot more fan games will appear there. I still don't expect them to be in the majority, though.
