How about it? When you try to process on a turf that doesn't have a /shading object, create one for it on the spot instead of all at startup.

I didn't want to put this in the feature tracker yet because I hear things are buggy... Plus, I wasn't sure what this "applies to" when the options are for the BYOND suite and not relative to the library.
Off the top of my head, I'm not sure how difficult that'd be to add. It sounds like it'd work fine.

You can initialize one z level at a time if you don't want to create shading objects for the whole world.
