This is just a quick patch to make life easier on the current version:

- Recompiled and hosting in the latest stable BYOND 510 release, which is now required to play the game. This should improve stability and webclient functionality.
- Disabled medals for the time being, they were creating needless traffic to the hub, refining the system to be less talky in Luna
- Removed Deadron's text handling library entirely and replaced its usage in the code with the new built-in text handling procs BYOND provides.
- Went ahead and pushed Luna's new settings handling code into Apollo for speedier and more robust setting handling for hosts.

Hikato also reported a bug with base security that caused anything moving within the base to trigger the effect, including smoke, which would make base security super over-powered. It has been fixed now.
