Can you describe the problem in more than 13 words and/or with a screenshot? You didn't include enough information to help you.

He is just stuck in the screen before BYOND even launches that says loading game information. He has tried multiple times to unistall and re-install as well tried to change the name of the non existent localhub.db He has never launched the launcher from his Pc and cannot find a way to fix it

Is his system in a Japanese locale? That's a typical thing that trips up byond.exe.

That just keeps it from loading the game list in the pager itself, japanese locale still loads the pager, login screen, etc.
Splash screen getting stuck could be a firewall blocking the opening of the listening port that the pager uses. If you could change the loading message just before opening the listening socket, you could confirm such cases when they come in. |
He only has English named folders. Is one of the solutions to disable firewall? He has allowed access for the launcher to the network.

The other thing to check would be antivirus or security software. If something were holding byond.exe in limbo and preventing it from going further in the startup process, that would explain a bit. What security software is he using?
