This issue has been resolved.
Descriptive Problem Summary:

Inserting a new icon state before an existing one will not open the new state in the pixmap editor as expected. The currently selected icon will be opened for editing instead. Additionally the undo state is broken so that undoing deletes the existing icon state, not the new one, and redo can't restore it.

Numbered Steps to Reproduce Problem:

1) Open any icon with multiple icon states.
2) Select the last state.
3) Hit the + button to create a new icon state.

Expected Results:

The new icon state should be inserted before your selection, and the pixmap editor opens on a blank canvas. After leaving the pixmap editor, undo should be able to restore the icon file to its previous state. Redo should return to the condition it was in after leaving the pixmap editor.

Actual Results:

The selected icon state is opened in the pixmap editor instead. After backing out, undo will delete that state instead of the new one. Redo will not restore the older icon state. The icon must be closed without saving.
