Alpha isn't applied correctly to things with KEEP_TOGETHER enabled and active.

No. That bug report was not a bug; it was user error only.
Descriptive Problem Summary:

Unless alpha value is 0, it has no effect on the outline of maptext.

Numbered Steps to Reproduce Problem:

Create a maptext, set its alpha to any value other than 0 or 255. Its outline will be the incorrect alpha level.

Expected Results:

The outline of maptext will have the appropriate alpha value

Actual Results:

The alpha value for the outline of maptext is binary, it's either invisible if alpha is set to 0 or it's fully visible with no semi-transparency.

Does the problem occur:

Always.

Did the problem NOT occur in any earlier versions?

Did not occur in build 512.1464
