Issue hasn't been assigned a status value.
The grey checkered background grid in the icon editor is currently not a fixed size relative to the canvas- it has its own fixed size that exists completely independent of the canvas itself and does not change with zoom level. I am not actually sure what determines the current size of this grid (for me it's 4x4 pixels) or if it's consistent, but at the moment its current implementation is useless.

In other image editing software you can set the background grid to a specific size that will scale with the canvas as you zoom in and out, in most pixel art programs that size is 16x16 by default. The grid is also locked to the canvas and will not move around relative to it, ever- each 16x16 grey square will always represent an actual 16x16 block of pixels (or whatever size you've set it to). The background grid in BYOND's icon editor should work the same.
