preload_rsc setting ignored in localhost connections

Yeah saying "buy a membership" is hardly a valid response to this.
Also if this is an intended behaviour, at least supply a reason why since i see no way that this would have any reason to be intended.

Because there's no reason for a local connection to download resources from anywhere else since it's going to be effectively instantaneous to get them locally.
