Most villains spawn on Earth, except for all the Freiza saga stuff which will appear on Namek (from Guldo to Freiza (4))

On Earth, villains appear on the "world map" (which you can get to by flying out of the city you start in).

On Namek, you just have to hunt around. A lot.

Each time a villain is defeated, the next one will appear after a slight delay.

SPECIAL NOTE: Broly spawns in East City. He's not part of the standard saga system -- he's always there unless killed. And he's a monster (800m power). Watch out for that!
