Control editor dialog goes behind window each time you select an option

The removal of "stay on top" behavior for the skin editor dialog caused some problems, so it has been restored.

This issue has been resolved.
Descriptive Problem Summary:
The skin editor dialog goes behind the current window when unchecking options in config like Titlebar, statusbar, min, max and etc.

Steps:
1. Open interface
2. Click Edit to edit the default window
3. Click Config tab
4. Uncheck "Titlebar"

The editor window should disappear. It could be my default positioning of those windows.

5. To get it back, click anywhere on the New Window dialog.

If you reposition the control editor dialog before unchecking, the issue does not repro. It's only when you leave it in it's default position.
