This issue has been resolved.
Descriptive Problem Summary: In the map editor, after moving the primary toolbar from its topmost location to any other location, attempting to return the primary toolbar to its default positions results in all elements except for the mini map and coordinates element vanishing.

Numbered Steps to Reproduce Problem:
1) Open the map editor and enter into Layout Mode (F12).
2) Select the Primary toolbar (containing the Move/Select Tool, Eraser, etc) and move it to another position (ex. the right side of the screen).
3) Select the Primary toolbar, and attempt to return it to the default position (This does require a bit of finagling, but can be accomplished.)
4) Observe that most map editor elements are no longer displayed.

Expected Results: For the primary toolbar to be returned to the default location.

Actual Results: Most map editor elements are no longer displayed.

Does the problem occur:
Every time? Or how often? Every time.
When does the problem NOT occur? Unknown.

Workarounds: Unknown.

Looks like I fixed this completely by accident while shoring up some code for the toolbars for the next release.
