If somehow you were able to hit someone with a balloon at the speed of light, would it hurt the victim and or burst upon impact?

No, because only energy can travel at the speed of light. Well, I guess energy can hurt, but it wouldn't be able to burst.

It would disintegrate, going the speed of light would end up burning the rubber to nothing, therefore the victim would remain unharmed.
