Map editor 50% zoom scrolling

When using 50% zoom in the map editor, holding down the mouse button and moving the pointer to the right or bottom edges of the map view would not scroll the map.

Descriptive Problem Summary:

When switching to 50% zoom, selecting the fill button, and then dragging to fill a map larger than the screen size the map editor doesn't scroll on the x-axis, only the y axis scrolls.

Kind of a pain when you are trying to fill a large map with a turf and have to do it in small sections each time.
