Reqiurements
Village Kage: First Special Jounin in Village(This Jounin must show leadership if destined to be kage of he/she's village, help your villagers as much as you can. Thats one sign.)
The kage will be picked by a gm based not on stats but on their leadership abilitys, thier skills and talent not stats!!

Also at the rank of Special Jounin, if you have a kage in yourvillage, you can challenge him/her for their title.

Village Elder/Sage: Village Elder is picked by the Kage of witch village your a part of. The Elder must help the kage in their Village and support the Villagers and the Village.

Other Ranks: Sannin, ANBU Cap, Anbu, Hunter-Nin, Jounin, Special Jounin, Elite Jounin is picked by a Kage, or you can earn it(Still making plans on how to earn higher ranks.) The kage set his rules for his Village, what the kage goes by is what the Villagers follows and respects. But the Elders/Sage has a part in what the kage says or do. The Elder has a say in who the kage makes Jounin or a higher rank.

Organization Reqiurements:
For ORG Reqs for Leader or Member(s) of a ORG, the person must be maded a leader by a GM(Till a system is put where you dont have to bother GM to be maded a Org leader.)
