NOTE: Captain General/Commander/Leader doesn't have to be the strongest Shinigami, just one of the most respected. Captains can choose their Lieutenants as they like. Captains and Lieutenants hold the most power in SS, defy them without a good reason and be expected to be shunned (Though this might be a good thing for people who want to do the 'Betrayed' gig).
