The moment it gets momentum something drastic seems to happen to where they need to revert back to where they started. Art for the game seems to be stacking but programming seems to be the biggest weakness.
It may get released some day, it may not. But obviously the dream is still alive in the creator's mind, and since this isn't a professional game with any form of deadline you'll just have to hold your breath or keep looking around for updates.
Don't expect 2 years of awesome to be shoved into this game, I'm sure it'll be very good and fun from what I've been told but the timeline of the game from announcement to release has nothing to do with the effort put into it. I'm sure graphically it'll be stunning, there's no doubt to that. But you have to remember these kind of things are last priority to most people.

Well you can't blame them. I'm not going to lie about this. This game has been announced for nearly 2 years, actually, most likely more. We've seen a few things about the game, but seriously, 2 years, a BYOND game. To a lot of people DBO2 is a myth, which lawlz me. I just assure you that if the game does not live up to the expectations it is supposedly supposed to have, then they would have wasted these 2 years. By the way, is the hub for the original DBO still up? I never got to play it, so I have no idea what to expect.
