I also had similar idea for a Naruto fan game I was developing, but unfortunately, the development has temporarily put to a stop because I lack pixel artists and such. We know very well to develop a decent game, you need to have a decent team.
I'll be glad to give a hand on the project. Glad to know that there is someone in BYOND thats trying to make a decent Anime Game.

I did solo-coding for the game Naruto Online: Destined Shinobi (NODS), and I can say that it went smoothly, especially for the game's system (economy, training, etc.) The game's goal was to provide realism based on the Naruto world and to give players an experience that they can't have on other games. I can see that we have similar goals. So I'm offering to lend a hand developing the game.
