This issue has been resolved.
This is extremely annoying. Please increase the timer or perhaps disable it completely for users who have been around for a little while.

I've ran into this so many times and it's just aggravating since the delay is completely detached from whatever you're posting on.

Either cut down the delay time or remove it for Members.

Yeah, this was a bug. It should work better now.
