If you're a subscriber, just update Faction Wars to enable them on your server!

For future reference, the #standings notation doesn't work. The menu links appear to be a JavaScript calls which change the display parameters.
[Edit: Someday I will keep my sentences in the same tense when I rethink them. *sigh*]
