Only way to do this is not to use the internet. They'd have to check every e-mail for copyright violations, every site you visited, every bit of internet privacy you had would be gone. It would basically be like the fiasco the government had with secret phone-tapping a few years ago. Imagine you're an internet activist speaking out against the government, next thing you know you begin to receive copyright violation notices, then you accumulate 3 of these somehow without ever viewing illegal content. You figure you just got banned from the internet, not fun but nothing major. Next thing you know FBI is breaking down your door taking all your computers and putting you in handcuffs. This could be misused in a terrible way as we've seen from Australia's internet censorship example in which leaked documents confirmed that political activists websites (and even an Australian dentist's website) were cut off from public access.

Not the content, the video. Looks like it's not by the same "Anonymous" that did the Scientology stuff. Read in the comments.

Treaties and the constitution are both the supreme law of the land, at least in the US; they're equal.

EDIT: Also, it's nice to see someone spreading awareness about ACTA, it's probably the worst idea ever, and the only major resistance against ACTA in its entirety is the Pirate Party, from my understanding.
