1 monster per 10 dungeon tiles would be obscenely overpopulated, IMO. However, I would more or less say that yeah, it's just a play-by-ear thing.

Maybe a real-world approach would work here. A dungeon can be thought of as a "corescraper" in analogue to a skyscraper. You might try looking up population figures per square kilometre (or square mile or what have you) for a downtown district. Bear in mind that the figure you get represents total population across all of the storeys, not just a single level, and per area so you'd have to scale it back depending on how small your dungeons are.

That would produce a realistic population count, IMO. It could then be concentrated or diluted to taste. =)
