Setting an icon_state seems to play it at the correct speed now. However, flick(ed) animations still seem to play much slower than they should.
Changing world.fps from 100 to 60 seems to fix this.

Nevermind that part, at least for the moment, that seems to be due to another bug in 494.
Lummox JR resolved issue with message:
Flicks were still largely tied to client ticks instead of actual time elapsed.
This fix is for build 494.1128; the 1126 build erroneously reported (my fault) that a separate fix impacted flicks as well, which was incorrect.
