Actually you could have it either way.

Great Graphics + Bad coding = Great Game
Bad Graphics + Great Coding = Great Game
Ok Graphics + Ok coding = Great game

It doesn't even matter.

I think graphics aren't what make a game good, but they sure as hell help it alot.
A game with great gameplay but terrible graphics might not get the praise it deserves, due to people joining, wtfing, then leaving.
On the other hand you can have a game with great graphics but terrible gameplay, but people will stay just to see the entire of the artwork.

In all I suppose graphics don't make a game good, they make it popular, which generally leads other people to the presumption that it's good.
