Could happen. But as I said, if everything went to plan, as it should've, there didn't need to be any changes and he would've won. There were hundreds of different things he could've done but he chose that one which would've let him succeed had Mikami not do anything he wasn't instructed to.
BTW, I'm looking forward to the american-adaption of the Death Note movie. They say that they'll be following the manga pretty much, word to word.

Actually, Light tricked Near into choosing the 28 (or something along those lines, he knew it would be chosen judging by some rule or something), and he also knew it would take place at one (I don't know how he even got that, but he said something along the lines of "1:00, exactly as I predicted"). Either way, the fight could have been written down like this:
"Matsuda cracks and shoots Near and one of Near's bodyguards. The bodyguards, Mogi, and Aizawa fire at Matsuda, but some miss and they're all shot, except Light"
Of course, he also knew the names of the bodyguards, so he could have written in an extremely complex scenario in which he "miraculously" survives.
