Why is the zip uploading package back when you publish a game, demo, or lib?

From the publishing a game:

Zip uploads for games have been discontinued. Please see the announcement for more details.

Install the zip package on your own website and then enter the URL below.
Make sure you install the zip package at the specified URL before submitting this form.

I think they still allow uploads for demos and libs, though.

I know they still allow uploads for libraries; I've been making lots of changes to my Hex/RGB converter library lately.
