Even when I play a non-3D intensive game, like Guitar Zero, my PC runs it at 700+ FPS and my videocard overheats. There's no settings or whatnot to change that. I've tried turning down the graphics a lot and even running several resolutions below my max, but the card always overheats in the middle of the first or second song.

Perhaps you can try to put your monitor settings to 60Hz while you play that game. Hopefully that can slow it down a bit.
Try making sure your drivers are up-to-date. ATI and Nvidia both allow you to set max FPS I believe.

Does not help if verticle sinc is disabled.

What brand is your graphics card?

For NVIDIA, look in the NVIDIA control panel and find the list item labeled "Manage 3D Settings", you can add your program, then scroll to the list item "Vertical Sync", that should limit your FPS.
