Provided we have the same Bill 156 in mind, from what I've read, that's limited to only the city of Tokyo. And even then, it's nothing but reclassification, there's no banning taking place here.
I don't see that being such a major issue, as all the manga and anime artists could probably just haul-ass to another major Japanese city.
