By members in the above sentence I'm assuming you mean non-members in the same way as you say non-members below?

What do you mean by "the site upgrade?" If you mean the upgrade that introduced memberships in the first place, non-members did not have blogs then. If you mean some more recent upgrade since then, I suppose that doesn't really tell me much, though it's probably as accurate as you can be.
