Icon delay independent of tick_lag

In previous versions, icon animation delay was dependent wholly on tick_lag. Now it is expressed in terms of 1/10s instead of ticks, so a delay of 1 is always 0.1s.
This issue has been resolved.
Icon delay should be independent of tick_lag.

Is it possible to have a delay of 0.1, in case you did want faster animations at higher a FPS?

Yes. Although a frame rate of 100 fps is ridiculous and probably untenable, icon delay does allow for fractional values now. A delay of 0.25 in a 40 fps project for instance wouldn't be considered unusual.
