This issue has been resolved.
Descriptive Problem Summary:
Importing an old .dmi file into another icon failed silently.

Numbered Steps to Reproduce Problem:
1) Open a new or existing icon file.
2) Choose Graphic | Import... in the menu and import an icon created in BYOND 3.5 or earlier.

Expected Results:
The states from the old .dmi file should be added to the new file.

Actual Results:
Nothing happens.
