This feature has already been implemented, or is already achievable with existing methods.
I think the online reference should let other users make comments on functions and such thing like PHP.net does.

Also if there were a way to enable these in dream maker reference I think it would be nice!

It does. But only trusted community members are allowed to make comments. Plans to make the comments avaliable offline in the F1 reference are also on the list.
