A lot of people are surprised to discover that pirates still exist. Truth is, of course, that all forms of crime exist. If I were omnipresent, I could point out specific examples of insurgent, treasonous, citizen-traitors in Canada or the United States, even though treason is a crime that's often punishable by summary execution. If it's codified in law, chances are that there's always at least one person who is either doing it right now or who will do it within the immediate future.
I would say that the number of true pirates (as opposed to privateers) hasn't actually dwindled, though of course the total amount of population on Earth has increased dramatically.

The best way to deal with these thugs is to run some ships with undercover Navy Seals as crew. Then trace the pirates back to where they operate from on land, and slaughter everyone they freaking know.
The US has some history dealing with pirates. The Marine anthem includes the line "to the shores of Tripoli" because very very early in the nation's history, pirates based out of Libya on the Barbary coast were threatening US shipping interests. We sent out the Marines and completely obliterated the threat.
