I thought the link made it sound like the speaker didn't know black people actually had a right to vote.
To be fair, a well-written, unbiased political literacy test prior to voting could be sensible, assuming it wasn't being used to kill of particular groups of voters.

But I'm not sure it's a good idea, and I doubt you'd hit unbiased no matter who was doing it.

(By political literacy, I mean 'who are the candidates and what are their positions?')
@Jp: Simply not forcing us to vote would be nice too. Our next election is going to suck, hard. We have the option of Mr. Christian or Ruddzilla.

Though Ruddzilla is probably the lesser of two evils, what with Mr. Christian being an absolute dumb-shit and all.

We have a preferential voting system - i.e., one that doesn't suck, and means third-party votes are worth something.
