The deadline for nomination was ten days after he was inaugurated. Therefore, he was nominated before his tenth day as president. He would have to deserve the award for something he did before his tenth day in office.

Which really isn't going to happen. A good many of his actions are not just indicative of ignorance, ineptness, or stupidity, but downright malice.
