Message of the day in Developer Help

How would i go about making a "Message of the day"?

So a window pops up when you log on.

Also, what code would i use to make it have a background color, videos, etc... Thanks in advanced.

Also, Like an Update window. You hit like 'U' and the window pops up. (I know you set a macro)
