Setting it up is easy open the settings.ini file edit it and run dreamdaemon, Simple as eating pie.
Tell me what you think of this. what could be better etc..

Yeah, just keep in mind you will always be able to work around any checks with a hex editor if you have the game hosted on your computer.

It's pretty much impossible, unless they have it set to run trusted. Or, you can choose whether you want the server to run on start up by checking a file for whether they are banned or not or something (keep in mind that you would need to use some encryption or something to get around this.
