interface border in Developer Help

well i have been searching around but a thing i would like to do on my game is a customize border. Like the way they edited it in Pokemon Challenger [http://www.byond.com/games/hubpic/79116_1889.jpg].
i was wondering how could i edit it, i'm trying to look into this in the forum but i haven't found anything yet, if you know how to do this please tell me how. Thanks in advance.

A huge label in the background with an image on it would work.

but it will show the border around the window, i cant find a way to get rid of it

You can disable things like the titlebar, statusbar, can-resize, etc. to get rid of the border of a Window.
