An easy way to create multiple instances of a map. Each instance is put on its own z level.

Descriptive Problem Summary:
When a turf has an 'underlay' (i.e., has been placed on top of another turf in the map editor) the 'underlay' (or bottom turf) does not appeared in copied map instances.

Numbered Steps to Reproduce Problem:
1. Place a turf in the maker editor.
2. Place another turf on top that doesn't cover every pixel of the one beneath.
3. Copy that Z-level.
4. Load that map instance.
5. Run program.

Expected Results:
The new map instance would look identical to the original, at least where turfs are concerned.

Actual Results:
Bottom turf (or underlay turf) does not appear at all.

Does the problem occur:
Every time? Or how often? Yes, every time.

Workarounds:
To re-write all the 'higher'/'overlay' turfs as objects.
