Descriptive Problem Summary:
You are still notified when someone you have blocked comments on something you are following, but that doesn't mean you can see the comment. As a result, you'll get a lot of "ghost notifications".

Numbered Steps to Reproduce Problem:
1. Pager ban a user
2. That user comments on a thread you're following
3. Your website's notification atom turns red
4. Click the atom gets rid of the red, but there don't appear to be any threads with new comments for you to read.

Expected Results:
The atom never turns red, because you shouldn't be notified when someone you have blocked comments on something.

Actual Results:
You are still notified when someone you have blocked comments on something you are following, but that doesn't mean you can see the comment. As a result, you'll get a lot of "ghost notifications".

Does the problem occur:
Every time? Or how often?
This happens very often for me, so I'd probably have to say it happens every time.
Loling to hard at this. xD
Yeah, I can see how this would be annoying. It's kind of a difficult fix though, because of the way the alert system is setup. I'll have to go over this soon and see if there's a way to improve it that doesn't murder performance.
