Blurry text above people's heads

I recently had to factory reset my laptop and reinstalled SS13.

For whatever reason, the text above the heads of people when they speak is blurry to me. It wasn't before my factory reset. What's weird is how nothing else is blurry except for the UI box above chat (which I've gathered is already a known issue). How can I fix this?

I have tried:
- restarting my computer
- logging into different servers (issue persists)
- changing icons to distort / blend, 64x64, etc.
- NVIDIA controls
- clearing cache
- unticking "use graphics hardware"
- ticking "Override high-DPI scaling behavior" inside Dreamseeker.exe with System [Enhanced]
- reinstalling BYOND
- updating drivers

In addition, sometimes when logging in I see this in the chat window: Command "window-resize-event" not recognized x4. It seems related but I'm not sure.

AffectedArc07	The font that these things render in (Small Fonts) is not always native now. On top of that, Windows' scaling likes to break things a lot. BYOND is unplayable without being at 100% for me. I remember having this exact issue, and I am not sure on the concrete fix for it, but I remember it being solved one day.
