This issue has been resolved.
Descriptive Problem Summary: When opening a map for the first time in Dream Maker, all of the viewports are collapsed except the instance editor and must all be resized to be used. This even includes the toolbar.

Numbered Steps to Reproduce Problem:
1. Open a map file that has not been opened in 1600 before.
2. See problem.

Expected Results:
Some default layout similar to the old one.

Actual Results:
Literally nothing is visible at all except one panel, and unless you know there should be more there's no obvious way to figure out you can drag them to find the other panels.

Does the problem occur:
Every time? Or how often? Every time you make a new map file or open a map for the first time in the version.
In other games? Every project.
In other user accounts? All accounts.
On other computers? Yes.

When does the problem NOT occur? When the map file has been opened in Dream Maker at least once in listed version.

Did the problem NOT occur in any earlier versions? If so, what was the last version that worked? Problem began in listed version, when map editor panels being adjustable was first added.

Workarounds: Open the map and adjust the bars carefully so every window is visible...
Minor update: This actually seems to occur only on the first map you open in a DM session. The rest will inherit the proportions you set the panels to after opening the first map.
