Map Editor does not keep track of copy pastes for undo and redo

Descriptive Problem Summary:
The map editor does not keep a history of changes made via copy/paste or cut. This causes undo and redo to become desynced.

Numbered Steps to Reproduce Problem:
Copy and paste something in the map editor
Try to undo
Delete that copied object
Try to redo

Update: it also does not keep track of when selections are deleted or moved.

I'm having a little trouble reproducing this with the instructions as given. Can you dial in some more detail for me?

1. Copy a selection
2. Paste that selection anywhere on the map.
3. Move that selection somewhere.
4. Paste the same selection again.
5. Try to undo all of those changes

I'm still not able to reproduce any issues with that set of steps. It might help to have a more specific test project with very specific instructions as to what portion of the map to copy.
