Pyxel Edit is a tool designed specifically for creating tile sets. It runs on Windows and Mac, it's currently in beta. It requires Adobe AIR to run.

It looks pretty useful, so give it a try if you're making a tile set. You can download the latest version here.
This looks pretty cool. Giving it a try right now.
Is it free ;/ ?
He gave you the download link, so I'd assume so. I'm about to install it.
Yeah, lol. I just installed it .
Is there a reason each block is 15x15? Trying to figure out how to make it 16x16 with no luck.
It's completely free. The default tile size is 16x16, the starting coordinates are 0,0 instead of 1,1. I don't believe there is a way to change the tile size yet.
One of the most epic things I've seen all year. WOOT.

Just make a new tileset. you can define the tile size by default.

Also while this is interesting, I still prefer using Gimp.
It's not for tilesets specifically.
