I just became a BYOND member again, and in doing so submitted my game for approval to be listed. My game Planet Dragonball which I stopped working on a few years ago is actually original. My question is though if it is not being hosted, how will the administrator reviewing the approval be able to determine this and decide whether or not to accept it?

You either host it or you can do it so they can download it from the hub.

It will actually not be accepted in any way right now due to Funimation. If anything, it will be blacklisted and hidden from appearing on BYOND at all.
