I don't know if there's an library on this or not and I don't want to look, just need a direct answer, but 3D sound.

Is it possible to have something playing in the world that people can hear whilst near it, AND, it doesn't goto the user to play it just keeps playing and stepping out of hear range wont mean the file would have to be transfered to the user again to hear it.

Basically, a radio is playing and stepping out of range wont restart the song nor pause, it keeps going, an everyone in view range hears it the same.

With byond's /sound datum? The only way, that I am aware of, for it to be in sync to all players is to start the sound for everyone simultaneously.
Setting the status variable of a sound object to SOUND_UPDATE will not restart a sound next time it is sent.

Meaning it'll keep playing? Not stopping where it left off like a pause?

Unless you mix it with SOUND_PAUSED, it won't pause. SOUND_UPDATE will just update the changes you made.
