It's called wire fraud and its a criminal offense. Those citations are BS. They don't justify anything this con artist did. It's a clear scam job. If you have any contact info, you should write up a clear, calm summary and contact your state attorney general.
You can also pursue a civil fraud action, but unless you can join a class action or have a state statute that will allow recovery of attorney fees and/or substantial punitive damages, it may be hard to find an attorney willing to pursue it due to the small amount involved. Mind you, a red flag here was the $20 per application figure. You should be so lucky. A typical application would take minutes at most to enter, so a more realistic figure would be under a buck each. Another red flag was the cost to sign up. Any prospective employer pays for your training; they don't require payment from you. Schemes where you have to pay for training or info about another job are all too common. Small claims will work for the civil claim action. But, as you point out, enforcement of the judgement may be difficult, and a default judgement will likely be easily overturned in district court. But, if these guys get arrested, executing the judgement would get substantially easier, if they have any assets left.

actully recieved in return. I talked to a few online friends, who said, on the contrary, that what they did was indeed illegal, and suggested I contact my state attorney general. And that perhaps something could be done about the matter. My face is indeed red after such a stupid stunt, I should have known better, but I am willing to admit to it, if I can at least stop these con artists in their tracks, and stop them from ripping off any other people.
